"There is no good terrorist or bad terrorist," Modi said while addressing the Council for Foreign Relations here.
"There is a need to take the challenge of terrorism seriously. It's sad that many countries could not earlier understand the ugly face of terrorism which is enemy of humanity," he said.
"Terrorism can not be measured on the scale of political plus and minus. It is a threat to humanity," the Prime Minister said.

Modi got 'carried away' in US, Congress says
Prime Minister Narendra Modi also came out against appeasement and votebank politics. The PM said that "things have now changed in India".
"I want to create a neo-middle class to accelerate development," Modi said. "Seeing the mandate we have got, we feel it is imperative to take India on the path of development." the PM added.
The PM also said that he wanted to bring labour reforms.
