ISI wanted my family to take refuge in Pakistan: Riyaz Bhatkal

MUMBAI: Pakistani spy agency, Inter-Services Intelligence (ISI), wanted Riyaz Bhatkal to convince his family in Karnataka to cross borders and join him in that country.

The Indian Mujahideen (IM) chief, Riyaz, felt the ISI proposed this in order to gain control over the terror outfit. Riyaz rebuffed the suggestion because his family had strong local roots.


"The ISI has adopted such a strategy earlier making gangsters like Dawood Ibrahim their puppets," said a senior police officer. "The Pakistani spy agency helped key gang members in shifting their families so that they could be used as a bargaining chip," he added.


Riyaz discussed ISI's plan with his associate Yasin Bhatkal. He told Yasin that he was trying to free the IM from the ISI's clutches by establishing contact with al-Qaida. The Indian intelligence agency arrested Yasin last year and he disclosed the details to his interrogators. Riyaz told Yasin that he was unhappy with the ISI's "changing approach" towards their outfit. He was planning independent setting for his terror outfit with the help of al-Qaida so that they could not depend on ISI.


He narrated an incident to Yasin that after bomb blast in Mumbai on July 13, 2011, the ISI had taken Bhatkal brothers into custody along with their associates and seized their phones. He said that ISI was upset because they were unaware about the blast plan and they didn't want the blast occurred at that point of time because India was mobilizing international political pressure to expose Pakistan's involvement in terror activities. The ISI freed them afterwards.


Riyaz told Yasin to enter Pakistan using a fake passport without the ISI's assistance and work with the al-Qaida. Riyaz told Yasin that couple of time ISI persons had visited him and cautioned the IM. Riyaz told Yasin that the ISI pays them crore of rupees to run the terror outfit.


Yasin told his interrogators that Riyaz was "living lavishly" in Pakistan and that many of his associates were unhappy with it. Yasin Bhatkal was wanted for explosions that terrorists of the home-grown IM, which he co-founded with two others-Iqbal Bhatkal and Riyaz- orchestrated in southern Indian cities like Bangalore and Hyderabad between 2005 and 2008.


The ISI using Bhatkal brothers and want them to explode bombs in India on their direction. An officer said "It's old strategy of the ISI to convinced the key gangsters or terrorist to bring their close family members to their country and through them the ISI controls their outfits."


The officer explained that Dawood had vast network in India, he was known to politicians, businessmen, film star, bookies and influential policemen. "So the ISI provided him safe place in Pakistan and helped his family members settled there. Pakistan uses Dawood's network to create problems in India and disturb its economy" said the officer.
