She has sought court intervention to remedy the rot that, she claims, has set into the handling of even routine missing person complaints by the police and the railways' negligence in maintaining the CCTV network.
Had the police promptly filed a missing person report and investigated as it was expected to do, a gruesome crime may have been averted, Singh said. Esther, a 23-year-old TCS employee, went missing from the Lokmanya Tilak Terminus in Kurla after arriving early on January 5 and is suspected to have been sexually assaulted and murdered.
Her father, not hearing from her, got in touch with his brother in the city. He tried to lodge a complaint with the Andheri MIDC police - Esther used to stay in a hostel under its jurisdiction - but they sent him to the Kurla railway police station. The Kurla cops said the matter should be reported to Vijaywada police in Andhra Pradesh though, under the rules, the police had to register the complaint.
The Vijaywada police ascertained through phone records she had reached Kurla terminus, forcing the Kurla police to register the missing person complaint on January 8. Three days had passed since Esther went missing. Her body was found by her family members on January 16. The Kanjurmarg police registered a murder case.
