KPCC secretary's wife turns widow and maid for BDA site

BANGALORE: Karnataka Pradesh Congress Committee ( KPCC) secretary C Nanjappa aka KadurNanjappa's wife applied for a 20x30sqft Bangalore Development Authority (BDA) site claiming to be a widow, with an annual income of Rs 18,000, documents in possession of TOI reveal.

A list under consideration of the BDA for allotment of sites in Banashankari III Stage identified Sugandhamma as the wife of late Nanjappa. In her application, Sugandhamma claimed to be a domestic help, with earnings of Rs 18,000.


Two of his daughters also figure in this list, and have made false representations while applying for sites. The youngest of Nanjappa's four daughters, S N Lakshmi, pursuing an MBA in a reputed city college, has applied for a 20x30 sqft site, claiming to be a garment worker with an annual income of less than Rs 18,000. Lakshmi claimed she is the daughter of late Chinnayellaiah, who is actually Nanjappa's father.


Nanjappa's third daughter, S N Mamata, who is abroad, also sought a site claiming to be a garment worker, with an annual income of Rs 15,000.


The documents also revealed the Congress leader's eldest daughter, S N Jayashree, managed to get a 20x30 sqft site, claiming to be a coolie with an income of Rs 5,000. Jayashree, however, is said to be an under secretary rank officer in the state government, while her husband is a revenue officer in the Bruhat Bengaluru Mahanagara Palike.


The site (No 63) allotted to Jayashree is in Banashankari III Stage. The applications are also for sites in Banashankari III Stage. The sites were part of a plan to rehabilitate slum-dwellers of Hosakerehalli, Banashankari, which was cleared to build a BDA layout.


It all began in 2004-05, when a slum in survey number 90 in Hosakerehalli was cleared and a BDA Layout with 228 sites of 20x30 sqft was developed. Nanjappa, a close aide of a former Congress chief minister, is said to have assumed the leadership of the affected slum-dwellers and inserted the names of his family members into the list of beneficiaries.


A writ petition was filed in 2007 in the high court, alleging that 46 of the 238 beneficiaries had not yet been awarded sites. The court said the 46 beneficiaries could approach the BDA commissioner, who could decide on the applications based on their feasibility and abidance by law.


Nanjappa on Tuesday said: "We had applied for the sites long ago. Someone has tampered with the papers and shown me as dead, and my wife as a widow. Opponents envious of my political growth are planting stories against me." The Congress leader, a resident of Rajajinagar III Block, evaded pointed questions on applications from his two daughters, and the site allotted to his eldest daughter.


BDA commissioner T Sham Bhat said, "I am aware of the allegations that the list of 46 beneficiaries seeking BDA sites include those who are not eligible. I am yet to see the file. I will decide after vetting every applicant's case and ensure there are no irregularities."


Meanwhile, a case of cheating was filed against Nanjappa in Subramanyanagar police station. According to the complaint, Nanjappa in 2005 took Rs 60 lakh from six people, promising them BDA sites.


When Nanjappa failed to get the sites, the victims staged a protest before his house last April. Nanjappa later filed an atrocity case against them in Mahalakshmi Layout police station. Investigations revealed one of the accused in Nanjappa's complaint was an assistant commissioner of police. Police are looking into whether Nanjappa had filed a false complaint.
